Broadway-Flushing Homeowners Association November 2011-July 2013
Consultant to the Broadway-Flushing Homeowners Association (BFHA) to stop a property subdivision and subsequent demolition of 1920s house by enforcement of historic covenants and deed restrictions. Temporary restraining order granted on November 4th, 2010. Retained in October of 2011 for in-depth report on the validity of the Rickert-Finlay covenants. Expert testimony given in April of 2013. 11th State Senate District Land Use Recommendations November 2011-January 2013
Consultant for New York State Senator Tony Avella and the Queens Civic Congress conducting an examination of existing zoning and proposed changes to contextually rezone over 400 blocks located in Eastern Queens; survey of historic resources, open space issues and economic revitalization components. Bellerose portion of proposal to be certified in early 2013, with over 10,000 buildings affected. Bellerose rezoning adopted on June 24, 2013.

Co-Consultant with Phillip Esser (ACRC) in conjunction with the City of Danbury, Conn., to place Richter House, a 1930s Colonial Revival “cottage” located in Richter Park Golf Course, on the State Register of Historic Places. Placed on the State Register October 2009.
Ridgefield Street, Hartford April 2009-June 2010
Co-Consultant with Phillip Esser (ACRC) in conjunction with the Hartford Preservation Alliance to create a State Register of Historic Places Historic District for approximately 250 properties in the Blue Hill section of Hartford.
Historic Resources Inventory, Islip August 2008-December 2010
Co-Consultant with Phillip Esser (ACRC) in conjunction with the Town of Islip to examine and update a composite list of HRI forms created by the Society for the Preservation of Long Island Antiquities (SPLIA) from 1965 to 2002. Completed HRI review in December 2008. Created new database for approximately 800 buildings and over 50 potential local historic districts. Phase II pending as of November 2010.
Boerum Hill Historic District Extension, Brooklyn June 2008-June 2010

Co-Consultant with Phillip Esser (ACRC) in conjunction with the Hartford Preservation Alliance to place the threatened former Connecticut Mutual Life Insurance Building, designed by master architect Benjamin Wistar Morris III, on the State Register of Historic Places to promote adaptive reuse for the complex. Main building designated in 2008.

Co-Consultant with Phillip Esser (ACRC) to conduct an architectural assessment for the potential buyer of the William H. Taylor mansion, the only building confirmed to be designed by master architect Wilson Eyre, Jr. in the City of Yonkers. Property and building are now a local landmark and are under restoration.
DUMBO Neighborhood Foundation - Land Use Recommendations, Brooklyn August 2007-Present
Consultant for the DUMBO Neighborhood Foundation, comprising the Brooklyn Heights, Fulton Ferry and DUMBO civic organizations. Examining existing and proposed zoning in order to comprehensively and contextually rezone the DUMBO neighborhood and to stop inappropriate development near the Brooklyn and Manhattan bridges. Rezoning Plan unveiled at Press Conference, February 27, 2008. In public hearings for proposed Dock Street development and DCP-initiated DUMBO rezoning as of June 2009. 10-Block rezoning east of the Manhattan Bridge in ULURP process as of June 2009. Consultant for Community Board 8, comprising Prospect Heights, Crown Heights North and Weeksville. Examining existing and proposed zoning; historic resources; economic development; and affordable housing. Creation of proposed zoning category to pursue large-percentages of low to moderate-income affordable housing while retaining industrial and commercial jobs. Co-Consultant with Phillip Esser (ACRC) in conjunction with the Norwalk Association of Silvermine Homeowners (NASH) to create a National Register Historic District in parts of Norwalk, New Canaan and Wilton, Connecticut. Request for Study approved in April 2006 for 80 property core district comprised of three centuries of mill buildings, farmhouses and early 20th century Arts Colony. Draft nomination submitted Feb. 2007, approved Nov. 2007. Silvermine Avenue and Perry Avenue Request for Study reports submitted July 2007. Silvermine Avenue RFS approved December 2009. Silvermine Avenue Historic District in process as of November 2010 with Gregory Dietrich (ACRC).

Draft recommendations report for the Rockaway Peninsula submitted in March 2006. Rockaway Park pre-certification presentation January 2007. Western Rockaway Peninsula contextually rezoned in August 2008.

Abel Bradley Farmhouse, Westport 2005-2006
Co-consultant with Phillip Esser (ACRC) in conjunction with the Coalition to Save the Abel Bradley House in Westport, Connecticut. The farmhouse, constructed ca. 1800 and modeled on an earlier 17th century farmhouse in Cohasset, Massachusetts, was to be demolished for a “McMansion.” Successfully placed on the National and State Registers in March 2006. Building preserved by current owner and new addition incorporated.
Queens Contextual Rezonings 2004-Present
Consultant with various civic and homeowner associations, in conjunction with the New York City Department of City Planning, in the creation and adoption of contextual rezonings to better protect the existing character of neighborhoods. Approved rezonings include Jamaica Hill, Kew Gardens-Richmond Hill, Middle Village-Glendale, Union/Utopia, Jamaica Hill/Hillcrest & Middle Village Follow-up. Glendale-Middle Village-Maspeth rezoning in ULURP as of June 2009. Approved October 2009.
Broadway-Flushing Historic District, Queens March 2004-Present
Co-consultant with Phillip Esser and Marc Ferris (ACRC) in conjunction with Broadway-Flushing Homeowners Association for National & State Register nomination of Broadway-Flushing in Queens, New York, comprising over 1300 residential properties and city parkland. Submission to State Historic Preservation Office (SHPO) on April 11, 2005. Unanimously approved by State Review Board on September 16, 2005. Signed off by Bernadette Castro, Commissioner, March 30, 2006. Attained National Register Status, June 2006. Pursuing New York City landmark status. Under consideration for New York City landmark status as of November 2007.

Former W. T. Grant Department Store, Yonkers 2003-2006
Co-consultant with Phillip Esser (ACRC). Co-author of National and State Register nomination and municipal landmark designation of 2-6 Palisades Avenue in Yonkers, New York, to protect building from eminent domain proceedings for a minor league baseball stadium. Stadium proposal defeated July 2013.
College Point Boulevard Façade Improvement Program, Queens 2003-2008
Consultant for the College Point Board of Trade to restore buildings for pilot College Point Boulevard Facade Restoration Grant Program in College Point, Queens. Funded $200,000 to date; additional $100,000 allocated in July 2005. Pilot building started in August 2006; completed December 2006. 2nd building started May 2007.

Consultant for Councilman Tony Avella conducting examination of existing zoning and proposed changes to contextually rezone northeast Queens County; survey of historic resources, open space issues and research of deed restrictions. Bayside component, comprising over 8,000 properties, January and February 2005 Public Hearings held with approvals given. Co-authored new zone, R2A (and later R1-2A), to better control scale, height and bulk of single-family houses. Rezoning passed on April 12, 2005. Kew Forest Civic Association, Queens 1999-2003
Consultant and researcher of historic deed restrictions to promulgate appropriate enforcement and protection of the Kew Forest neighborhood in Forest Hills, Queens, a 1920s planned community, from incompatible, high-density development. Successfully defeated out-of-scale development plan. Neighborhood rezoned R2 in 1999. Case won and upheld in Appellate Court October, 2003.
Greater Flushing Rezoning Plan, Queens September 1998-Present
Consultant for proposed rezoning of over 300 blocks of Flushing, affecting over 5000 individual properties. Author of rezoning plan and criteria. Coordinator of civic groups, totaling more than 1500 families, to press for rezoning proposal. Kissena Park component, comprising over 1000 properties, certified in December, 2005. Abel Bradley Farmhouse, Westport 2005-2006
Co-consultant with Phillip Esser (ACRC) in conjunction with the Coalition to Save the Abel Bradley House in Westport, Connecticut. The farmhouse, constructed ca. 1800 and modeled on an earlier 17th century farmhouse in Cohasset, Massachusetts, was to be demolished for a “McMansion.” Successfully placed on the National and State Registers in March 2006. Building preserved by current owner and new addition incorporated.

Richmond Hill Historic District and Rezoning Plan, Queens 2000-2009
Consultant for proposed municipal historic landmark district and proposed rezoning of over 30 blocks in Richmond Hill, Queens, affecting over 900 properties of early 20th century planned community. Rezoning certified November 2004; passed February 2005.
Kew Forest Civic Association, Queens 1999-2003
Consultant and researcher of historic deed restrictions to promulgate appropriate enforcement and protection of the Kew Forest neighborhood in Forest Hills, Queens, a 1920s planned community, from incompatible, high-density development. Successfully defeated out-of-scale development plan. Neighborhood rezoned R2 in 1999. Case won and upheld in Appellate Court October, 2003.
Greater Flushing Rezoning Plan, Queens September 1998-Present
Consultant for proposed rezoning of over 300 blocks of Flushing, affecting over 5000 individual properties. Author of rezoning plan and criteria. Coordinator of civic groups, totaling more than 1500 families, to press for rezoning proposal. Kissena Park component, comprising over 1000 properties, certified in December, 2005. Rezoning passed May 11, 2005. Queensborough Hill component pre-certified March 2006; rezoned February 20, 2007. Waldheim component pre-certified April 2006. Waldheim component contextually rezoned September 2008.

Advisor to the Northeast Flushing Civic Association (NEFCA) in the creation of their civic association and to the opposition of a variance request by a developer which would replace a single-family house in an R2A single-family zone with an 8-unit apartment building adjacent to a strip mall on Francis Lewis Boulevard. Variance request was denied in October of 2010. Denied on appeal, May 2011.

Fort Totten Conservancy 1997-June 2010
Secretary-Treasurer and co-founder of non-profit organization committed to the environmental and historic preservation and adaptive reuse of Fort Totten, a 150-year-old coastal fortification in Queens County, threatened with high-density development due to abandonment by the U.S. Army. Coast Guard Reclamation Advisory Board Member from 1998-2000, formed to advance clean up toxic contamination at Fort Totten. Municipal landmark district designation in 2000. 50 acres of parkland opened to the public in May 2005. 11 additional acres reclaimed as parkland after 1950s barracks buildings removed in 2009.
